The Channahon Park District is primarily funded through user fees and property taxes. We value high quality service to our residents and sound financial management to maintain public trust through transparency and accountability of the Districts resources.

 

Sale of Skateland Recreation Center

NOTICE OF APPLICATION FOR SALE OF LAND UNDER THE PARK COMMISSIONERS LAND SALE ACT

In 2019 the District conducted a thorough community input process that included a series of key stakeholder interviews and focus groups, a public forum, a statistically-valid community survey, and an online community survey. From that process the 2020-2025 Strategic Plan (appendix) was developed and adopted by the Board at the regular monthly board meeting July 27, 2020.

During the development of the Strategic Plan, the District identified several aging facilities and enlisted the help of Williams Architects to present concept plans and costs for the District’s CPD Build 50 District Wide Facilities Improvement Plan. The Plan included infrastructure repairs and improvements for Skateland Recreation Center (opened early 1980s), Heritage Bluffs Golf Club/Clubhouse (opened 1993/1994), Tomahawk Aquatic Center (opened 1993), Heritage Crossing Field House (opened 2003) and Arroyo Trails Administration Center (new). The CPD Build 50 District Wide Facilities Improvement Plan, with estimated costs, was presented to the Board at a Special Board Meeting on August 17, 2020.

After considering the cost of the repairs and improvements ($1M-$1.5M) needed for Skateland, the repair and improvement costs for the District’s other facilities, and the low priority by the community in investing in Skateland per the Strategic Plan (appendix), the District began investigating the possibility of selling Skateland.

The following is the timeline and steps taken by the District in selling Skateland (links to supporting documents included):

2019 Certificate of Achievement for Excellence in Financial Reporting
The Channahon Park District was awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada (GFOA) for its comprehensive annual financial report (CAFR). The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

Audits/CAFR Reports
Each year, the Park District hires an independent agency to audit the Park District’s financial statements and operating funds. The audit/Comprehensive Annual Financial Report (CAFR) is a thorough and detailed presentation of the Park District’s financial condition. It reports on the Park District’s activities and balances for each fiscal year. After presented to the board by the independent auditing agency, the report is available to the public.
